Robert F. Kennedy Jr. has paused more than $1 billion in Medicaid payments to California and Minnesota while agencies review suspected fraud.
Roughly $867 million is being held from California and about $199 million from Minnesota.
The funds will not be released until the states provide documentation showing the claims meet federal requirements.
In California, the review focused on rapid growth in in-home care programs that far exceeded national trends.
In Minnesota, concerns center on high-risk service areas linked to providers previously flagged for integrity issues. The U.S. attorney in Minnesota has estimated potential fraud in the state could top $1 billion.
Kennedy said states that take federal Medicaid dollars must prove every payment is legitimate.
Minnesota Governor Tim Walz called the action “political”.
